Master Policy 115

Purpose
To ensure Soldiers who are parents or guardians of school-age children participate in scheduled
parent/teacher conferences.

Applicability
This policy applies to all units and activities assigned, attached, or tenant on Fort Bragg.

General
1. Parental involvement in education is the single most significant factor in ensuring academic success for children.  School systems face many challenges as they educate children and assist parents with molding youth into productive citizens. A collaborative working relationship between the military community, parents, and educators is imperative in assisting military children's academic success.

2. A major Army objective is to forge partnership between military communities and local school systems. Encouraging active parental involvement in school activities, parent/teacher conferences and meetings creates a climate of support that enhances the quality of life for students and promotes Soldier readiness. Scheduled parent/teacher conferences and meetings are the primary times for discussion of academic progress, areas of concern or improvement, and if necessary, developing a cooperative plan of action to assist students.

3. Parental involvement is also necessary in the educational planning of special needs children. Special needs children have a disadvantaged background or a mental, emotional or physical disability or a high risk of developing one that can affect their individual requirements in terms of education.

Policy
Mission permitting, unit commanders will afford Soldiers with school-age children time to attend scheduled parent/teacher conferences, Individualized Education Program (1EP) and 504 Plan meetings (physical or emotional disabilites), Behavioral Intervention Planning, Student Services Team and/or Case Study Committee meetings, which may last between one to three hours. Soldiers are expected to attend the aforementioned conferences and meetings when commanders grant duty time for attendance to assist in the educational planning of their child.


This policy supersedes Master Policy No. 115, dated 4 January 2010.
